The dermal bones were not outside the dermis/epidermis! They are called >dermal< bones for a reason. They develop through intramembranous ossification in the DERMIS.

Biome
I'm pretty sure Australia was a subtropical to tropical biome, and especially in north Queensland I think it was discovered, is a tropical area, so I don't think it would've lived in a snowy, taiga climate

imagine if humans evolved without a jaw that would be crazy. it is a interesting creature though.
